Is there a difference between reindeer and caribou?

Are they the same or in different regions or what?

Generally, no.

They are all Rangifer (Genus) tarandus (Species)

There are different sub-species is formally known as reindeer or caribou, but it has mainly to do with the person who discovered his mother tongue.

Over a steaming plate of caribou sausage and eggs a scruffy young man in a faded camouflage T-shirt recounted childhood memories from a river Katie and I had waded two days earlier. A single gas station of sorts sits near the entrance of the Porcupine Forest Service Campground. And our efforts failed to rouse the gas station attendant, who we were told by locals would gladly turn on the pump for us if we knocked on his cabin door. We'd spent the night in the shrinking gold rush settlement of Hope, where about 100 residents live most of the year in rustic cabins at the northern end of the Kenai Peninsula. Katie and I were enjoying the final leg of an eight-day adventure. The story teller, who was eloquent beyond his years, was talking not to us but to an older gentleman who sat across the dining room of Tito's Discovery Cafe near Resurrection Creek in the shadow of the Chugach Mountains in remote southern Alaska.

Since then, at least two catastrophic freeze-ups that were caused by early fall ice storms and rains and early, short-lived spring thaws resulted in more than 90 percent of the animals starving to death because they could not punch through the ice... Peary caribou populations have fallen today to about 2,000 animals. Back in 1961, when the first aerial survey of the Arctic islands was done, biologists estimated Peary caribou numbers to be 24,000. Scientists in the far-northern Norwegian archipelago of Svalbard told me earlier this spring that they are seeing the same kind of icing take a toll on reindeer in that region. Peary caribou have been particularly hard hit by weather-related events....
