Brown today will essentially dismantle redevelopment agencies across the state, which has a number of them threatening litigation. The stage is set for a showdown between the state and number of cities, boards and organizations across the state. A lawsuit by the League of California Cities and California Redevelopment Association is coming, said Fairbanks.
